I really dont know much about HPA tanks. I would like to know what is the difference in sizes and what would the best size be to purchase? Also a little input in brands would be nice as well.

10 shots per CI at 3000PSI 15 shots per CI at 4500PSI
Get a 4500PSI tank because they are far lighter and better. Get a HPA tank with a high pressure output, 800PSI or so.
PM Shrek or Fiona For getting a good HPA tank. They can help you with all your questions on getting the right tank for you.

The size of the tank is not important as far as filling goes, but at times fields have trouble getting to a full 4500psi fill. So you may walk away with only 3500 psi.
